Why is my fence leaning?

Almost always the post at ground level. Timber set into concrete rots at the transition line. Push the posts, not the panels.

Can a sagging gate be fixed without rebuilding it?

Usually. Most sag is either the hinge post moving or the gate frame racking out of square — both have straightforward remedies.
