Is cracked shower grout urgent?

More than it looks. Grout and caulk are what keep water out of the wall. Once they fail the substrate gets wet, and a regrout turns into a rebuild.

Can grout just be cleaned instead of replaced?

If it is discoloured but sound, yes — cleaning and sealing works. If it is cracked or missing in places, cleaning does not restore the seal.
